City Administrator

The City Administrator is the chief administrative and financial officer for the City of Pipestone and is appointed by the Mayor and City Council.

  • Operational Management: The City Administrator is responsible for the overall management of city functions and services, ensuring that all departments operate efficiently and effectively and in compliance with applicable laws. Serves as the data request authority for the city.

  • Policy Implementation: Implements policies established by the city council and mayor. Acts as a liaison between elected officials and city departments.

  • Financial Management: The City Administrator works with the City Council in the development and facilitation of short- and long-range City plans and goals. Prepares and manages the city budget, ensuring financial resources are allocated appropriately to meet community needs.

  • Staff Management: Oversees hiring, training, and performance evaluations of city staff, ensuring that human resources are effectively managed.

Get to know your City Administrator

Stephanie LaBrune began working for the city of Pipestone in 2023 and was appointed as the City Administrator in 2025. Ms. LaBrune is a Pipestone native, where her interest in local government and love of community began. LaBrune started her career in local government in 2008 while working for the Pipestone County Soil & Water Conservation District and County of Pipestone. She is a local government professional with a passion for public service, community betterment, and organizational excellence. Her prior experience also includes serving the City of Tyler, Minnesota, as their City Administrator and City Clerk from 2019 to 2023.
