Pipestone as well as many other cities charge a fee to cover some of the cost to regulate mobile food units.

The city wants to ensure that these businesses meet zoning requirements, are registered with the State, and have proper food licensing and insurance so when someone like you comes to Pipestone you can rest assured that the food truck is a legitimate business serving quality food in an appropriate place.
