City Permits & Licenses

 The City of Pipestone issues various licenses and permits for the protection and safety of its residents and all who visit Pipestone! 

The applications listed on this page include the more frequently applied for licenses and permits. This page may not represent a full list of applications available through the City of Pipestone. Please contact City Hall with any questions.

Animal Licenses
Animal Licenses are required for Cats and Dogs. Please bring your rabies certificate and stop by City Hall to pick up your registration tag! 

Annual Fees:  

  • $5 for each spayed or neutered pet (Double if After the Fact)
  • $10 for pets not spayed or neutered (Double if After the Fact)

Mobile Food License
For the protection of city residents and local food establishments, the City of Pipestone City Code requires all Mobile Food Unit operators to obtain a license from the City Clerk annually. License holders shall at all times during the term of their city license hold a certificate of public liability insurance policy with amounts no less than $1,000,000 for Commercial General Liability and an Annual Aggregate limit of no less than $2,000,000 indemnifying the city of any person injured, or damage resulting from the pursuit of such endeavors.

Annual Fee: 

  • $50 for each mobile food unit (Double if After the Fact)

Approved Food Trucks
Unlisted Food Trucks are not allowed to operate within City Limits and are subject to removal by the Pipestone County Sheriff's Department or City Staff

Transient Merchant / Peddler / Canvasser Permit
For the protection of city residents, the City of Pipestone City Code requires all transient merchants, peddlers, and canvassers who operate within city limits to obtain a license from the City Clerk. 

Fees: 

  • $50 daily (Double if After the Fact)
  • $250 annually (Double if After the Fact)
  • $25 background investigation fee - for each individual (copy of front & back of driver's license required)

Tree Service Permit
For the protection of city residents, the City of Pipestone City Code requires all arborist who prune, treat, or remove trees to obtain a license from the City Clerk annually with the exception of any recognized public service company or city employee doing such work in the pursuit of their public service endeavors. License holders shall at all times during the term of their city license hold a certificate of public liability insurance policy with amounts no less than $300,000 for bodily injury and $300,000 for property damage, indemnifying the city of any person injured, or damage resulting from the pursuit of such endeavors.

Annual Fee: 

  • $100 annually (Double if After the Fact)

ATV / UTV / Snowmobile Permit
If you plan to operate an All-Terrain vehicle within the city limits of Pipestone, you are required by city code to obtain an annual permit. Permit holders and operators must be 18 years of age or older. A copy of the vehicle's insurance and individual's driver's license must be included with the application. The permit sticker must also be placed where it is clearly visible on the vehicle.  

Annual Fee: 

  • $30 annually (Double if After the Fact)

ATV - Snowmobile Permit Application 

Golf Permit
If you plan to operate a Golf Cart within the city limits of Pipestone, you are required by city code to obtain an annual permit. Permit holders and operators must be 18 years of age or older. A copy of the vehicle's insurance and individual's driver's license must be included with the application. The permit sticker must also be placed where it is clearly visible on the vehicle.  

Annual Fee: 

  • $15 annually (Double if After the Fact)

Golf Cart Permit Application 

Bird Watching Permit
Birders are Free to watch birds at the City Sewage Lagoons with prior permission from City Administration.

Dance Permit
A Dance permit is required for any dance where the public may participate by payment, directly or indirectly, of an admission fee or price for dancing with the exception of dances held by a local school, charitable institution, or youth center and held on its property are not required to obtain a permit.

  • $25 Daily (Double if After the Fact)
  • $125 Annually (Double if After the Fact)

Fireworks Permit
A Fireworks permit is required to sell Minnesota Approved Fireworks or for the Display of Outdoor Fireworks. All permits require Council and Fire Chief approval so please submit all applications at least 2 weeks in advance.

Fees: 

  • $100 Outdoor Fireworks Display Event (Double if After the Fact)
  • $100 Annual Sales Permit (Double if After the Fact)
